- The terrorists are Arab Muslim cells loyal to the captured Sheikh Ahmed Bin Talal; they suicide-bomb a city bus, a packed theater, and the FBI's New York headquarters, killing hundreds, and the film stages ritual washing and prayer as a bomber's preparation. The counterweight figures - a Lebanese-American FBI agent and the interned Brooklyn Arabs - exist to absorb the fallout the bombers create.
